I've so many effects and file format presets to contend with, not to mention the fiasco with the Izotope 64 bit presets. This is turning out to be a preset nightmare for me and it's honestly tempting to just keep using SF 11. So I installed 64 bit versions of my Izotope plugins and now my old Izotope presets (.fxp) won't load as.

I have a bigger problem with VST settings as SF 11 was 32 bit and SF 12 is 64 bit. So it was easy to set this up again manually in SF 12 and I'd already done it. Ironically, keyboard.ini is the one file I don't need as I had only assigned one user hotkey in SF 11 and that was for mute. Could this be because I installed the program to my G drive? Also, I don't have an FX Packages folder in my old SF 11 folder (C:\Users\PF\AppData\Roaming\Sony\Sound Forge Pro\11.0) I have just one file: the other one you mentioned later in your reply - keyboard.ini. It seems my system is a little different from yours, though, as I don't have an "FX Packages" folder in my C:\Users\PF\AppData\Roaming\MAGIX folder. The individual VST FX presets are sometimes in the VST folders along with the files, but may also hidden as system files. Note: normally the User>AppData folder is hidden, so to access it you have to change view Hidden items option. It is unfortunate there is not an easy way to export/import. Maybe just write down the FX parameters and re-enter them. probably not if the paths are not exactly the same on both PCs.
